On November 26, 2018, the National Bureau of Statistics announced the "Classification of Strategic Emerging Industries (2018) " (Order No. 23 of the National Bureau of Statistics) (hereinafter referred to as the "Industrial Classification"). The Industrial Classification refines and improves the new material industry catalog, marking the basic formation of the new material industry statistical system. Among them, the manufacture of new refractories has been added, and the manufacture of mineral functional materials in the field of inorganic non-metallic materials is under the manufacturing catalogue of mineral functional materials. This also shows that the country has begun to attach importance to the manufacture of new refractories and raised them to the national strategic level. It is under the manufacturing catalogue of mineral functional energy materials under advanced inorganic non-metallic materials, as shown in the table below.

The new material industry catalogue of "Industrial Classification" includes advanced steel materials, advanced non-ferrous metal materials, advanced petrochemical and chemical new materials, advanced inorganic non-metallic materials, high-performance fibers and products and composite materials, cutting-edge new materials, and new material-related services. The field covers 166 sub-categories such as steel processing for high-performance bearings, steel processing for high-tech ships, cold-rolled sheet processing for high-strength automobiles, new aluminum alloy manufacturing, special material manufacturing for metal additive manufacturing, and new material R & D and design services, of which 135 new sub-categories have been added.
